It is definitely an ending to Kian's and Zoe's tales. So, if you played DF and want to find you what happened after its cliffhanger ending then Chapters should be worth a look.
However, that shouldn't necissarily put you off playing the game, since despite it's many flaws, it does have it's strengths.
The game mosty excels in it's strong characters, beautiful aesthetics, great audio and absorbing atmosphere/immersion.
