So, why capcom is saying to people that already bought the game to re-download? Who own the game won't be able to download it after august 8?

That Capcom comment seems to be for "all" store services, not just Steam, just to cover the ones that don't have a library service as part of their store front

True though looking at the time left on the sale indeed shows that it ends at Steam's "day" end as I listed. So, I guess the de-listing happens then?

apk is the key term you're looking for

That only works for unofficial sites that have the download (unless the developer has a site you can download it from). It doesn't work for Google Play, at least not in the USA.

Indeed there's no official way to obtain a discontinued Play game, but that doesn't mean it's impossible. I don't normally condone such workarounds, but when there's no legitimate way...
