That Capcom comment seems to be for "all" store services, not just Steam, just to cover the ones that don't have a library service as part of their store front
Some of them are. Not all online stores have a library that lets you download games you own from them after they are removed.
Edit: (I am genuinely interested in the answer because I have a discontinued game I can no longer access.)
The game is available until some time on August 9th
The sale ends at end of day, or the start of August 10th, it's just how the discount timer works. Plus whatever time on the 9th it goes away, somewhere else in the world it's likely already the 10th in another time zone
