game hovering around 40-50 FPS
using I7 and RTX2080 shouldnt this be 60 smooth?

Adjust the window to make it a smaller than your full screen (you will have a top border, so what).

Yeah, but most TVs were only capable of NTSC interlaced 30 FPS at 60 Hrz, which is 'technically' 60 FPS, but that is not what the aformentioned "kids these days" mean when whining and leaving negative reviews and complaints because of a drop that wouldn't be noticeable without an onscreen counter. If a modern developer sticks a cap on a port from a console version, that's lazieness and you can complain. If your display is choppy and you're using incompatible sync and refresh settings, YOU are lazy and have no right to complain.

I just object to the oversimplification of it all. Frame rate doesn't make a game bad or good. Kids who think it does should give System Shock Enhanced a spin. It's a timeless classic, updated to run in full widescreen at 60 FPS.

This is also another set of misinformation especially when it comes down to emulation which i work on a lot where you remove all the interlace and run the exact same Frame rate at 60 (non partial frames btw) rather than 30. lots of games had a base resolution as well at 8:7 on the SNES raw 60 FPS even with the TV scaling it to 4:3 480i showing 60 partial frames, The only examples of fake 60 FPS with the interlace happens with more "modernized" games such as Tales of symphonia Game cube etc older games do not suffer from that.
Im not having my Monitor G-Sync down to 30HZ to play a 30 FPS game; again 60 FPS should be the min at most, modern consoles are and will be a mistake; at least back in the day PC and older consoles at least understood frame rate and smoothness are v.important;
If the game looks painful and choppy to play then that effects the gameplay thus making the game unfun and in the correct term "awful".
I'm not gonna care if the FPS isnt 144/uncapped etc. But to be honest i will say Its nearly 2020 now and Developers EVEN at most should be pushing 120; on a technological aspect; and why consoles get trashed on and PC gamers whine is because for an analogy, Lets say we're all a team and we're graded as a whole together, PC gamers have the super smart technology and consoles are like the super special kids in the class dragging your grade down in the end bringing the solid A+ your Team SHOULD have down to like a C+ cause the special kids are all really dumb. (the concept of being held back cause of weaker or inferior things.) It's just bad for technological progress in general; And thats why I will always say this N64 Onwards was just the dumbest era. at least GC & wii on some things Tried its best to maintain 60 FPS over graphics (which i will always say is better Frame rate > Pretty, dont care what kinda dumb idiot says otherwise, if i wanted to see pretty id just go outside graphics are insane)
For OP, some problem on your config/driver ¿? must be there... I have i7 and 970 and playing 4K (16:10) resolution uses 20% GPU, 10% CPU, 400MB VRAM, with Vsync to 60FPS and no issues, so your PC could run this game at 400K resolution... I readed some problems with 1 boss that were solved by forcing to use 1 single thread. Try making that to see if it gets better. If you experience 40-50FPS it says something is wrong there.

nes games were at 60 fps and pc games should at least aim for that these days as standard.

I agree with the dude PC gamers are biggest whiners ever. They can even complain when a movie cinematic in game is 30 fps smh . Yet even menus need to be 60 some will even say 60 is bad we want support for 144 hz just for menus or you know what ... even worse they will ask why a 2d fighting game is locked at 60 fps FACEPALM
