Why is it being delisted?
Is it a rights issue?

Update: I don't think this game will be gone forever. Plenty of games have gone in and out of Steam because of their licenses expiring. This is the consequence of a digital future.
Deadpool is a big example, as that game keeps being removed then re-added then removed again. Same happened with GTA 4 due to the licencing of songs in their radio stations, as well as Alien Wake because of its soundtrack.

This game will probably return soon enough if Capcom are willing to renew the license (which will cost money), and who knows, maybe they'll port the game to the Xbox One, PS4, and Switch! Wishful thinking, I know.

Yes it's being delisted due to Capcom's license with Disney expiring in regards to this game specifically, restricting them from being able to sell the game ever again. A similar occurrence happened in 2012 when Disney decided to reclaim the rights to Marvel character usage from Capcom which basically meant pulling off every Marvel vs. Capcom game out at the time from their respective digital storefronts (MvC2 Remaster on PS3, 360, PC, iOS and Android, MvC Origins, and Ultimate Marvel vs. Capcom 3 on PS3, 360 and PSVita).

Probably.

The publishing rights are going to expire, that's why. It happens all the time with licensed games and games with licensed music.
100% due to it being licensed. Iirc samething happened on mobile years back.

but I already bought and played it. So I can still have it and play it whenever I like right? (I'm new to steam.)

Something i dont understand is who own the game after that the publishing rights expire , Disney ?

what i don't understand is that, if the publishers know the license is gonna expire. Why go through the effort in making a remaster at all. I just don't get it..

Because they got paid to do the work. They're not concerned for the preservation in the long term.

Unless Steam goes away, you'll always have access to any game you've purchased through the storefront, even if it's delisted.

Stop giving Disney your money, all they do is ruin franchises :(

It's a few bucks, buy it or emulate it or continue living and not caring either way.

Capcom and WayForward were in a contract with Disney for the rights to make and distribute the game, the contract ran out and there is probably no point in renewing it.

Disney are persuasive when it comes to licensing deals... they probably give them an offer they cannot refuse to renew the license. The same thing happened to Disney's Mickey Mouse Castle of Illusion published by Sega...
