The real failure here is Elsword for using IE in their launcher. You should under no circumstances tie anything to IE. If you need a browser in your app then you should use one of the embeddable open source browser engines like webkit that you can bundle with your app rather than relying on an external OS DLL that may or may not be present and the correct version you want. Then you don't have idiotic bugs like this one where people don't have the exact version of IE installed that you designed for.
P.S:I don't even have internet explorer on my computer it's just fire fox....
If that doesn't work for you, try just going to your steam folder steam/steamapps/common/elsword and send the .exe file to your desktop and launch off that. Steam launchers just broken like that.. (I think it's a little easier actually)
i have tried both to no avail, your way allows the launcher to come up but it does nothing, eventually showing an error saying it cant download from the file path. any thoughts?

Nope. It can be removed if you know what you're doing. That said, I don't have it on this craptop, and 10 wont install... I hate to put 9 back on here only to have it not work either, but I'd like to login with steam, so, "here we go again"...
It does this with Ragnarok as well.

And it doesn't work on mine but his its totally fine...
What the f--k?
Maybe it has to do with my computer account not being admin...?
EDIT:
I was right. It only works if you are on the Admin account of the computer
It wont work if you are not an Admin
