About Guild !

Well, straight to the point : At lv 20 i did a quest to get a Certificate for Guild Creating. Then I managed to create a guild by buying Guild License and it still said :" To purchase item, you have to complete the relevant quest."
Why ? I'm new to this game, help please. I want to have a guild with my friends. :D

First of all...I couldn't see the picture...

Second of all...I'm pretty sure if you ABSOLUTELY finish ALL of the quests, you can get a Guild Certificate for free. I don't think you're done yet! What town are you in? To accept the quest you need to go to Ariel in Elder Village, but from there you need to visit Bethma Village and talk to Stella, then finish it from there! That's probably the case....

yup I do finish it all but i saw none :( I created a guild anw , 1m5 is not too much, got it back after few hours Dunging. But WHERE to find it ??? :( Googling and some just like me, cant find it
