Is this game region locked? Because I can't download it.

I tried downloading from Steam but right as i click [Play Now] nothing really happens. No installer pops up, nothing pops up, just... nothing.

So i figured if this doesn't work i would try downloading via steam://install/237310 typed into your browser and install the game from there (since it's connected to steam as well) but right as i hit [Install] and it says "An error occured while installing Elsword (app not released)"

Some say it's region blocked and others say it's not.. which is it?
If it is, then Steam should definitely hide this game from other regions as to refrain them from downloading it or enlist a description that says it's exclusive for this region only.

Aww that makes sense, since they already have a exclusive Elsword server here in the PH. I was hoping to play with some of my friends in the US though, would have been fun.
