Yes you can swithc between skills mid dungeon, but that causes the skill to go on cooldown. Some classes like EM need those skills available at all times to play reasonably well.
Some can work around it if they say...have an ability that's only good for bosses, and another thats only good for mobbing or field clearing. You could use one slot and swap between the two during a run (although this requires standing still for two seconds and the skill will be on cooldown after-the-fact). The reason some classes can't really work with this is because nearly all of their skills are situation that they don't have a true "do it all" that other characters are capable of (sometimes without needing skills in the first place).
Yeah, seems kind of annoying dealing with more buttons than you already need to but, that's just me.
That's not even how it works (anymore). It gives you 4 extra slots on the QWER keys, for both style of skill display.
