If that's the case then that's just a horrible design decision.
honestly it though, you can't get it perm because its set effect its way too overpowered, possibly even more than IB or second best.
The company really should have increased the quality/design of the item mall outfits, but that doesn't justify not allowing players to not get the profession outfit either, if people chose it over the rest then there's a reason for it and they should make decent alternative clothing instead of cockblocking what players want and are willing to pay for.
Edit: If you want to get Promotional costumes perm then you can just play Elsword Void, They got a Item Mall that you can buy permanent promotional costumes and it doesnt even have to be in your class (Ex: Lord Knight could wear Rune Slayer's promotional costume, etc.)
I believe you can get them perma... in Korea only...
