transcend skills?

can we buy the item to unlock them in our skill tree and still get them or has that passed?

You can buy the passive in the Item Mall for 500 KC, or $5. You can also unlock it. I'm unsure which skill will be locked next in Phase 3.

cut-in? you mean skill cut-in where it shows your character for a bit? no. there's no such thing as a transcendence skill cut-in
