As a veteran, I think I can fill you in.
During your 5 years of absence, plenty of things have changed. There is significantly more PvE content, with additional regions, raid bosses, and more. All 2nd classes (meaning the ones that you named and the rest) have all received a new class advancement as well. 3rd classes are here and they allow your character to be even stronger.
You've heard right, the level cap is 99 now, but you can still level past 99 with the "El Resonance" levels, which give you El Resonance points that you can spend to make your character stronger in various different ways, including increasing drop rates, reducing the cooldown for your skills, just buffing your raw damage, etc. It's up to you how to use those points, which adds a nice layer of depth.
Finally, if you're looking for a low health, high damage class, I say look at Add's classes and pick one of those. Add's specialty is being able to dish out a tremendous amount of damage but having low health as a result, making him a glass cannon of sorts. As for which class of Add to pick, that's up to you!
P.S: It's not dead, there's still a large fanbase working at large and playing the game today.

Welcome back to Elsword! I'll try and run down the changes as much as I can to help you out!
It'll unlock a bunch of skills, passives and commands that may make your character smoother to play. Transcendence works similar to 2nd Job where you can complete a set of quests to unlock it.
(Mod Skills are slightly changed version of your character's current skills).

As of now, there are no other character or classes that really hold the role of a glass cannon, unfortunately.
Rose was broken, she's received some nerfs since her release, as well as the whole cast of characters experiencing plenty of rebalances over time. Currently, she's not as strong as she was when she was released, but she remains an extremely strong character in the game overall.
