It happens to me as well
it's kind of annoying because it breaks the game completely, especially when I'm trying to do missions with a single life without saving.
A lot of the walls on Hokkaido, such as the public areas, are made of glass, and the NPCs above/below can spot you pretty easily. They like to stand near the walls and look out of them.
I was in the loading bay, and the person was on the floor above me (I think in the spa), so there's no way they could see me (no windows in the ceiling/floor). And like I said, I'm almost certain the door in the hall to the laundry roiom was closed (and it has no windows, it's a paper wall), and I'm pretty sure those NPCs never wander out of that area (the only one who opens the door is the yoga instructor who I'm pretty sure I already took care of)
youssefj: For the chasing thing, I think the NPCs search in your general area as a game thing to make it more difficult, even though strictly it doesn't make sense, but makes it so you have to keep moving (otherwise if they just split off it'd be way to east ro avoid them, especially in larger areas like Italy)
It feels like maybe the door state acts as if it's "open" for a few seconds maybe after closing, so you have to wait after the door closes to do silent attacks? I'm not sure, but it's realyl annoying.
