Been waiting to connect to the servers for an hour, looked online and apparently one of the workarounds is calling your ISP to change the IVSP(?) from 6 to 4 which is pretty much impossible on my end (although it looks like I'm using 4 anyway).

Should I just leave this running until it finally connects or is there some sort of server outage?

Yeah hello still having trouble connecting. It sits at the "Connection" screen but I don't think anything's happening. Disabled firewall and antivirus which didn't do anything either.

I had a similar problem a few hours ago. It started with an in-game disconnection and “you may not retry this Elusive Ttarget” (paraphrased). Restarting the game didn't help; but I noticed that Steam authentication checks were failing – Steam had become confused due to 'net connection problems. Restarting that resolved the issue (and I was able to retry the ET).

no server connection -.- i Bought this game last year.... now i want to refund ♥♥♥♥♥♥♥ requires server connection system game thing. i just want to play the game PLS ioi do something! just fix it! oh yeah Hitman-Support dosnt exist xD no one cares and ioi give us no info with server issues.
