realism isn't a factor for balancing, only gameplay. sniping with your gun from 150m away isn't good gameplay.
You most probably grazed the NPC head.
As for "reacting realistically", it should apply to Ageny 47 too then the whine storm will begin. Luckily this game don't have bunny hopping. lol.
I actually also miss the slowdown effect from Absolution when you headshot someone without being in combat. That way you could walk up to say 2 targets, shoot one in the head and time would slow down for a couple of seconds letting you shoot the other guy also. This worked well and reflected the fact that 47 is the ultimate skilled killer so it does not feel unrealistic in any way. I also miss the pointshooting a bit even though it was a bit op. If it could be included but only in very very rare situations that could be nice.
Even with the dna of 5 super criminals Mr47 is not a super human.
