Palais de Walewska is also a fictional location.
Sapienza is basically Palais de Walewska. We know Sapienza is somewhere in Italy like we know Palais de Walewska is somewhere within Paris. They're both fictional names.
We'll probably find out a more precise location when it gets launched.
It doesn't look like it's set in Rome. The devs said something about a coast town so it's definitely not Rome.
Basically they used Amalfi and gave it a new name.

The picture on the right is taken from the sea, that is similar to the coast in Sapienza. They could have used Amalfi but made their own version of it, I doubt many people would complain if it wasn't exactly like Amalfi. They could have even used the Amalfi Cathedral instead of the small church they have in game.
When Sapienza was first announced I actually thought it would be the university in Rome.
