Not sure what context you are asking this in, but usually it refers to the amount of weight a gun trigger requires before the firing pin is released. Hair trigger means very little pressure is needed, the gun is ready to go off "when a hair touches the trigger."

Some guns have hair trigger in game some don't. For example the hardballer does but the starting pistol doesn't. But I don't get the difference in game.

I'm going to go out on a limb here and say, I think what you mean is semi-auto.

There was a "Hair Trigger" option in Hitman: Absolution, that allowed you to squeeze the trigger gently to slow down time and focus your aim with firearms.

It is not available in Hitman 2016.
