(Also, if you have an NVIDIA GPU, make sure your "Preferred refresh rate" is set to "Highest available" in the Control Panel.)

I have alerted the Dirt Rally devs of the issue via different means for months and they don't seem to know how to fix it so don't expect a quick fix here either..
It looks like it may be partly a AMD GPU problem when connected to TV via hdmi.
Btw, a workaround is to make a custom resolution in the AMD settings. I made 1912x1076 (closest to 1080p whilst still maintaining aspect ratio). Then choose that res in the in-game settings. It'll then work ok but you'll have a thin line of pixels near the TV bezel which don't get populated.
I have AMD 270x connected to Samsung TV via hdmi.
Pretty frustrating after assuming this would've been fixed in one of the recent large updates.
Is it so hard to add option to change Hz in the settings? It's 2016!

I tried to recreate this issue on 1440p with DX11-12, there was no 24-50 Hz lock.
On 1080p on the other hand, DX11 locked it to 50Hz, no issues with DX12.
The latest update fixed a lot of the problems I was experiencing, plus a performance boost. It is unfortunate to hear that you guys are still having issues.
