Some of the NPCs and triggered events can get messed up, for whatever reason, but reloading or restarting the level always gets rid of it for me. .I had a weird issue in Paris, where I couldn't push Dahlia onto Viktor during the fireworks display. The game actually triggered the death animation first, then she walks over to start shouting down to Viktor. In that case, I had to restart the level again to get the sequence to trigger correctly.
The bug can be recreated just by standing out of view, swipping the card (which shouldn't make sound either?).
