I wouldn't mind 40fps if that's what I'd get. Consoles are hovering in the 30fps range (steady, if locked) from what I've read. I don't need the absolute best looking version; I just want the best performance and overall experience. If I can get that for $20 less on the PC, then that's what I'll probably go for. I'd really just do the console version if there was a consensus that the PC version had worse launch-quality smoothness and poor reliability. But if it's running pretty smoothly and my PC will perform pretty well with it (30+ fps, at least on par with consoles), then that sounds like it may be the way to go. I'm not hearing any REAL advantage to the console versions.
This game is not a perfectly otimized for PC, but it still runs way better than in consoles
-dx12 (low level api to squeeze more out of older CPUs and make better use of your GPU ressources)
-shadow settings up to ultra (consoles use medium)
-better textures (consoles use medium)
-draw distance up to ultra (consoles use a mix of low/medium)
-16xAF (consoles use 4x)
-native downsampling option (very effective anti aliasing)
-WAY shorter loading times than on consoles (takes almost 1min to load a level or reload a savegame on ps4/xbox)
edit: with your setup you can configure the game to make it look and run better than the ps4/xbox versions. ;)

pc is a no brainer, especially with your pc, but you should consider replacing the phenom with an i5 or a xeon (if you want i7 performance). That phenom is bottlenecking your 970, but it'll do the job, dx12 will push it to the max.

Don't buy an i7 when you already own a dedicated gpu (in your case the 970)
The only difference between i7's and xeon's is that the i7's have igpu (graphicscard on the chip). They perform exactly the same, but they're ~100€ cheaper.
Intel Xeon E3-1231 is the biggest bang for the buck atm! You'll get i7 4770k performance for ~100 - 150€ less, depending on the shop.

But whatever you do, don't buy another amd cpu. Amd's gpu line is totally fine but i'd never go back to amd cpus. Switching to intel was the single best decision i've ever made when it comes to pc gaming. It's like dumping amy schumer for scarlett johansson.
Sync you do realize the Xeon E3-1231v3 is a great processor it's basically the same thing as an i7-4770k but it can't be overclocked.
You would go with an Xeon E3-1231v3 over an i5 because it had hyper threading and better for video editing and rending compared to an i5.
