Does Anyone Know Where To Find A Screwdriver in Public locations of Episode three?

Lots of places. In the bazaar, there's one at the mechanic's shop.

If you haven't unlocked it as a drop location, go left from the start of the bazaar. It's right by where the guy is talking to the woman about his father.

If you pick the original start, head left, walk forwards until you see the soldiers barricade, the mechanic workshop is very close to that barricade, to the left if you are facing the barricade.
