If you mean the Paris mission, Dalia won't do the speech till you get to the top floor. So just run after her once you got there and she'll do the speech right away.

Yes, sorry i mean that, i climbed up, i went into the chair, she greeted me as mr rieper then went on to do her generic paths, or do i have to climb up on some special way?

Try getting the invitation from one of the bathrooms on the ground floor and then use the official entrance (next to the terrace outside). Usually she starts her speech right after greeting you.

You don't have to sit on the chair, You can get on the top floor in any way and whatever disguise. She'll do the speech only once though. You'll have to shoot the chandelier to drop it.

The only way I got this was getting the Undercover at the Auction start. Then you just have to wait for a few seconds and she gives the speech.

I've never been able to get to the auction in time to see her speech unless I picked the auction as my start point.

I believe they changed the timing on her speech -- when the game first came out, you could get the invite or the sheik outfit and it wouldn't trigger until you got up there. After one of the updates, her speech now starts shortly after you begin the level, so starting up there is probably the only way to get this challenge.

If that's true then I like it. It seems like they're slowly getting rid of the silly proximity-triggered events.
