Report a translation problem
Originally I had a BIG problem of being spotted by a security camera on my way to the targets on each run I was trying. Maybe that's what's happening here?

I did it very similar to you except I started in the auction room. She has a short conversation with 47, they you can go sneak into her bathroom and hide in the closet. She comes into the bathroom for a phone call, you can take her out without even having to worry about the guards.
Then I went down the stairs, hid behind the diorama, took out the bodyguard and then Viktor just like you did.
I thought this was a pretty easy SA/SO ... unlike Bangkok. Geez, that one's a bear.
"Never spotted" also applies to security cameras. Unless you delete the security footage, avoid being spotted by those cameras, or shoot those cameras beforehand... you won't get the Silent Assassin rating.
