Anyways no i3 cant run this even on low
Anything else is good. Even though you cant run this enjoyably because
you would need atleast 12 gb ram and i7-6000 to be able to play this enjoyably. However with those specs you could run with very high graphics

Whats your budget for the new pc? I don't think you should by a PC that's already outdated unless you can get it really cheap.
Well it's cheap but it won't be enough to play Hitman 2016, even on lowest settings and bad framerate. Can you afford something more expensive, that has an i5, a gtx 660/AMD HD 7850 and at least 8GB of RAM? I can't assure you that this will be enough to have an enjoyable experience but after some youtube search there are people playing the game on similar specs with decent framerate. Of course they might all be lying. ;)
But I actually found a video that showcase the game on very similar setting to the pc you want to buy (yours is a slightly better but his is a laptop).

Honestly, I started feeling dizzy just by watching that video.
It's your choice but I don't think it's worth spending 230$ to play the game like that. Also that's just the tutorial mission, the bigger levels will likely run worse. Sorry for being the bearer of bad news.
