Hokkaido level: Is everyone still speaking english with american accent?

So? Any improvement on this department? Or are they still recycling the same sound actors and voices for NPCs?

Splinter Cell: Chaos Theory on PC has an option for native languages where the NPCs would speak in the language appropriate to the location, and guess what? Unless you're multilingual you can't understand anything that's happening anymore.

You can understand if you turn on subtitles. Even when I don´t understand, but have subtitles, it is more natural when people talking among themselves use their own language.

It could be budget. But with some things it is simply mistake. All women in Hot Springs have same tattoo on legs. Are they some Cult, or rostitutes branded by their pimp, or just overlook from developers?
