Report a translation problem
The GOTY DLC only adds 3 specific suits, and they are specifically from that DLC, that's not "all the suits" that were possible. Just like the Requiem DLC adds 1 specific suit, none of those suits were part of the unlocks in game.
There's 11 specific suits for Hitman (2016) from the Elusive Target live events that can no longer be unlocked because live services for this game ended in 2018.
When the live services for this game ended, the Elusive Targets were run in Hitman 2 (2018) (basically the next season)
Note that Hitman 2 (2018) live services have also ended. Hitman 2 (2018) has 18 suits that can not be unlocked because live services ended in June 2020 and versus mode was shut down in August 2020.
There are no DLC for either game that will unlock live service suits (from Elusive Targets) or ghost mode suits (versus mode) now that those features have ended.
This is why I hate live services in my games. I have attempted the Elusive Targets zero times, and I won't ever be able to attempt them or unlock suits because the live service ended. Please, IO, make an elusive target dlc or something. I don't care if they might not hold up as well across multiple attempts. I want to attempt them at least once.
They expect you to buy Hitman 3 and play them there. That's your $80 DLC option, it even comes with a few more missions.
And, yes, large size downloads are bearable if it means game gets a lot of stuff.
