I use Guru3D RTSS to limit my fps to 93fps (seems to be the most stable value for my configuration, i7 4790K / GTX 970 4GB / 16GB RAM) and now my game is smooth and fluid, no more microstutter and got a lower CPU usage too.

when I think about it, when I have vsync on i still have that issue.
Not sure what to tell you, you have what looks to be similar hardware to me and I've never had the issue even on max settings (at 2560x1440 resolution)
The only setting I've ever had to avoid is dx12 (its unstable)
Do you have other contollers plugged in?
Have you fully updated your system lately? (microsofts had some massive patches downloading lately if you automated updates turned on)
I spent a couple of hours on thursday downloading microsoft updates, the latest nvidia drivers and what felt like half a billion security updates from nortons, its been a wierd week for updates from eveything trying to fire off in the background (for me) so I went through and did them all manually
You could also verify the game files, might have had something corrupt during the latest patch
I feel like this should be something you should be able to fix, but I don't think you'd appreciate the entire list of basic PC maintanence and trouble shooting
my home machine is always up to date. I get what you mean but I wished it had something to do with that. I have 1 Xbox One Controller plugged in and DX11 with vsync on
do you play with the controller? I don't, so I have no idea what kind of issues it can cause, but I do see people complain about random issues (like unctrolled pausing)
1. You have 3000mhz RAM, but is it actually set to that in the motherboard bios? (hate to ask, but it does default slower than this unless you manually set it to what its capable of)
2. Have you checked your RAM diagnostics lately? Always good to rule out the basic hardware issues quickly:

3. Make sure that NV panel "Manage 3D setting(s) Global" are set to the following if not already:
Multi-Display: Single (unless using multi-displays)
Pwr Mgt Mode: Prefer Max Performance
Preferred refresh rate: Highest Avail
Sometimes, these settings are default to lower settings that can affect GPU performance... This suggestion is not a guarantee fix, but something to look at.
4. What kind of wire are you using to connect from your GPU to your monitor? I know some of the older HDMI cables used to cause visual stuttering if they were not super tight, unplug it and plug it back in again to test. (i have display port cables and havent had that issue in recent years)
5. This used to be an issue in windows 8, I haven't had to do it in windows 10 yet, but from a command line:
