Why does Jordan Cross not come downstairs when i decorate birthday cake?

I did everything. Dressed as kichen chef decorated the cake and one of his crew called him to come down. However, he does not come and stays upstairs. Fix please?

I had same issue. I think only repair is load earlier save or restart mission. :(

Make sure that Dexy isn't knocked out and that she's not too far away from the party room.
