Yes and no. It takes place after Codename 47's tutorial, but before the rest of the game.

I'm kind of confused about the whole Absolution stuff myself.

I played through Absolution and beat it but wasn't he, basically, thrown out of the agency and hunted down thus the whole point of Absolution? But he wasn't reaffirmed to go back into the agency... Plus didn't he kill his handler in Absolution at the very beginning of the game? So how come she's alive in Hitman(2016)?

You either haven't beaten Absolution yet or you skipped the cutscenes.

Edit: Nevermind. I must have forgotten how the game ended. Turns out you didn't kill Diana(The hit wasn't fatal) and she's back with ICA and welcomes 47 back to the ICA at the end of the game.

Just play it. Despite the naysayers it's still a pretty decent game. I enjoyed it but it did take a while to get into and Hitman(2016) is far superior.

Yeah, I'm in the proccess of playing. I gave up halfway, because the game felt too linear. And the sandbox levels were weak compared to the previous games. Not to mention disguises are almost useless.
But besides that, I'll just try to finish it. The storie is pretty good, and the characters are pretty funny.
