You only have a limited amount of time while the bodyguards put away the weapons before they come back.
From here, you have options as to how to kill him.
If you go for an explosion kill, make sure you have a fire extinguisher (or FE), then blow it up with an explosive duck (specifically; the FE needs to be between the target and the duck. If the duck is too close, it won't count as an accident kill), or shoot it from around a corner.
Or use a lethal syringe. I don't recommend using the emetic syringe... because that's how I did it here just a while ago. He'll go to the bathroom to puke, but when he did it on mine he went to the trash-can, then I eliminated him with my silverballer... But his bodyguard was waiting outside, then came in, seen me... and the rest wasn't pretty. But I made it out alive.
You can seperate them yourself pretty easily using distractions or explosions (if no one sees you set them off ~ and you don't hit a random person with it)
What I did was start as a chef, bring the breaching charges, drop one in the pantry (dont need it), grab the fire extingquisher (from the pantry), run out and up the wall into the ICA safe house, grab the golf ball
Run down to the tunnel (near where the twins start), tossed the golf ball at the breakable wall
All the guards including the bodyguards come running to investigate, the twins get scared and seperate. Find the one with the watch (not hard...), he'll usually be huddling alone somewhere scared. Drop the breaching charge (which will also drop the fire extingquisher), just far enough away that the breaching charge will explode the extinguisher, and the extinguisher kills the target (accident kill)

Alternately you can follow them around for 15 minutes, they will both eventually visit the wine shop, you wait for the non-target to drink, then quickly poison the wine for the target, you can watch video of it here:

I had some trouble replicating this as they drink one after the other pretty quickly, so youll need to time that one fast or you'll be re-waiting the entire 15 minute walking path
I've also followed them around enough and tossed noise distractions in many places, I believe you can get them seperated near the bathroom (draw out the sleeping attendent and knock him out before anyone else gets there). I was able to get a twin to come in there alone (but I didnt like the timing of it and restarted, but it has potential)
There's many other places that if you prepare ahead of time (knocking out the locals) you'd be able to distract a twin into one shop or another
It's also easy to manipulate the guards with dropped explosives/guns
Anyway, there's many methods, I found my early explosive distraction to be the easiest for me, but many people are doing the wine waiting game with easy success. Or come up with your own, but you'll need to understand how to manipulate the AI with dropped weapons and noises if you want to be more creative about it (not that you need to be creative at all with this contract)

Yeah the mrfreeze method works well.
With the proper disguise you can do it right in from of the target as well without them realizing. They just think you are adding icecubes.
Poison does NOT count as an accident

The NPC response is the same: the body does not count against you and no one saw the crime, you still SA with a poison kill so the result is like an accident where no one knows its you and you lose no score for the visible death or the body
So no, it's not an accident if you're doing a specific contract that calls for an accident, but it's still like an accident results for purposes of a silent assassin rating
I was lucky that the correct twin entered the basement looking for the coin I tossed. I couldn't quite see his watch but I went for the choke anyway. Only when he was on the ground I could see the watch clearly, then I snapped his neck. Browsing this forum later I saw a thread saying that if you choke the wrong twin you fail the mission. So I almost failed the mission then.
Mission accomplished! That's some luck.
