As for knowing about the waiter... I've wondered that myself too. Like, how would you know about it? It seems to me like one would have to stumble upon it by accident after turning on the radio that is by him. Then (doubly unlikely) follow the waiter to the school, or notice him there later.
Edit: Or maybe he talks about food where the higher ranked guy is and 2 others...? But he definitely does mention food at some point. He DOES go around to the different rooms, and eventually during his routine he will mention or ask about food.
Waking up detective in Sapienza was part of opportunity but this one? Impossible I would say...
I think the intent was to make you check all the stalls that have poisonable foodstuffs to see why it hasn't been delivered. This sleeping waiter ends up being the only NPC who carries food.
Also, I recall that if you wait long enough (20-30 minutes) he will wake up on his own and carry out the delivery. Again, I may be recalling this incorrectly or it may be one of the minor changes the devs made since the final release.
At least there's an achievement for this one (with a picture of the plate and its surroundings). I have to ask myself what the first guy to shoot the model ship in Caruso's loft was thinking...
