What I don't know is whether he goes there only once, and if so... what triggers going there only once.
For the oil drum... that one is even more confusing. I watched a very long an annoying video to only end up seeing someone else being killed that way and getting the achievement. I suspect it might have been for another version of the game that also has Showstopper. But it would be nice finding out what is the real objective and how to do it. But if I don't find a better way to do it I will certainly do it your way.
He does go there to make a phone call. Im not sure what the trigger is for him to go there. I THINK it could be after he chats to the lady in the bar who tries to blackmail him.
Now the only Vampire Magician challenge I have left to do is the burning oil one. (For my next trick). I bet the fact that it has to be done while the fireworks are going off must be a clue. Maybe if we trigger them when he is in a particular location he'll go by the oil drum instead of straight to the back patio through the inside of the building. And worst case... I can always knock him out and drag him unconscious, then blow him up. Maybe from the diorama room, as it is quite near and I do remember him responding to the diorama in some way when I triggered for the first time (he was near there at the time).
I did indeed just drag him there to blow him up, haha, I don´t really know if the firework-thingy is a clue but I might be wrong about that.
