As all poison kills it does not count as noticed kill or found body just like accident kill.
Its so easy just to get people to look a direction with a coin, then shank the target with the syringe and walk away.
or just bring the hammer, its faster than doing it bare handed, and its not single use like the syringe
The fact that whoever you stab with the Sedative Syringe on Landslide has an own little animation going on before going down makes me think that IO intended it to be in the game earlier and that they'll introduce it in Season 2, so maybe it will be possible to get a Modern and Antique version of that poison later on

It IS an unlockable regular item. (Though it may have been removed at some point, but I still have one in my loadout.)
It's probably best used when you have a single non-target that you need to subdue quickly in place.
You can jab them and keep moving without the 5-13 seconds of the subdue animation or the loudness/higher profile of a melee knockout.
Strangely, the drugged npc can be instantly revived by others. I don't know what's in that syringe, but it doesn't work very well at all...which is why I never use it.
But to the OP, neat find! I think only a rare few NPCs carry items.
You're going to have to prove that one: where is it unlocked? (everything that can be unlocked is shown as a reward either right on the challenge or in the mastery list)
You may be thinking of the sedative VIAL, which is not a syringe
The value of the sedative vial is that it can be added to drinks without being seen (if you wear the right disguises)
It's of very limited use, but it has more value than knocking someone out with a syringe (since to use the syringe you have to do it unseen anyway). Where as the vial can be used openly, with the right disguise
But then there's a lot of useless unlocks in this game
