The Food Critic was killed because he's a ♥♥♥♥. Gary Busey was killed because he's basically crazy. The Twin was killed because his brother wanted his watch.
Also OP, there's been a few cases where 47 has killed innocent people. The pizza delivery guy got taken down in one of the older games, believe it was contracts. He killed him by "mistake", thinking it was an assassin or such, from what I remember.
Any true Hitman fan has already bleached Absolution from the canon of the games.

it's a innocent, you can see he just do his job, he doesn't want to hurt 47
Or he was doing some recon, but i think this scene is just here for show the 47 in his true nature
just like that poor sushi delivery guy he got killed just for using the elevator.
