Graphics Options Greyed Out

Anyone have this issue and was able to fix it? My install doesn't have the xml file. I looked in the registry and 3840x2160 is there, but in the launcher and in-game menu, 4k and many other options are greyed out.

Win10 - 780ti - i5 4690k - 8GB ram


EDIT: ALRIGHT EVERYONE HERE'S THE FIX:

Open Launcher. Click "Options." Go down to "Override Memory Safeguards" and change to "Yes." Click "OK."

Now you can tweak it to your personal preference.
