The rest or "best possible settings" are based on your video card, not the monitor
Your monitor is 2560x1440. With a 1070 you can probably play on ultra with vsync off
If you don't like how that feels, lower some of the settings. Start with lighting or shadows
I have a similar setup, same quality/size monitor (and mines gsync as well), and the i7-7700k and 16gb of RAM, the only thing different is I'm using a gtx 1080. I run the game on ultra with 80+ frame rate, steady. Your 1070 shouldn't be that far behind in performance
