Subtitles barely working

Is it just me or are the subtitles ingame barely working in HITMAN? They only pop up sometimes and only main characters.

All the discussions are not subtitled. Only the important (opportunity/Main Character) are. It's a little sad because some of the non-subtitled parts are very funy, but i understand it: There are frequently multiple discussions at the same time, it would be incomprehensible if all the npc were subtitled.
However, these parts are not very hard to understand if you know a little of english.
And if you don't, it's not serious: You're not missing any important info.

I just saw a PS4 gameplay and there were subtitles everywhere, for most of the people.

Most of discussions are not subtitled. I think IOI subtitled only the most important ones and the funniest - for example, at Marco Abiati's mission there is subtitled discussion with a joke about people leaving college turned far-left with their opinions. Also, the joke about "game in a game" at Paris is subtitiled, jokes on Ikea at Marrakesh are subtitled aswell. These are not important anyhow, but met two similarities: Both are funny and both take place where nothing can be heard above those (Characters talking are alone, you can't subtitle 20 bar chats at once) and since this there's no problem with making subtitles for those.

Yet I would love IOI to hire people to make full audio for more languages - for example Polish, as I have experienced - in this country everyone loves Hitman and is familiar with it. Also, total crap can be sold in Poland with Polish audio, it doesn't matter if this is a game, a movie or YouTube video.
