What triggers Norfolk?
In the Freeroam training, what actually triggers Mr. Norfolk to get on the boat? I want to do the challenges but I can't because Norfolk is entering the boat AFTER 5 minutes... Help?

I'm not sure of his behaviour, but you should at least hear Ritter talking to the barman on deck 1, in my opinion.

As soon as you eavesdrop on Ritter talking to the barkeeper, he starts moving.
