Silvio Caruso: smoking weed

I'm trying to kill Silvio Caruso after he smoke the joint i planted in his pack cigarettes near the grill.
He actually smokes it, but after he passes out all the guards react in alarm waking him up and escorting him to safety. He doesn't get sick, going to the near balcony.

What i'm doing wrong?

I planted the joint using suit only and distracting guards if this can be helpful.

I haven't done this yet but I'm guesing your using the wrong poison maybe?

Targets only pass out when they smoke weed, there is no next step.
