right click over your ships

the only thing i could think of was to retrain my entire army :/
Well that is just a waste of time as the cost to your country is HUGE!
I think it's a bug as I was called into a war for Portugal against Morocco. When they sued for peace my army got stuck and I couldn't dock my ships in a Portuguese port even though they are my allies and even after I asked for military access, just to be sure.
You need one transport ship for every regiment being carried. That still applies if you click the 'Load Troops' button when your fleet is in port - but what happens then is that the excess troops are just left behind when the fleet sails away.
If I remember correctly, this is a DLC feature which did not exist back in 2013.
