It doesn't seem to be, but thanks anyway
If it does require DLC then I think it was Rights of man.
However, I also know that the Cossacks DLC added vassal interaction features that are not documented on the Wiki, so it could be this instead.
I have the Common Sense DLC and the El Dorado DLC, and I cannot do it, don't think I have Cossacks though, might be it.
I don't have Rights of Man, so that could potentially be it, but it sucks if you can't release Client states, got too many minors taking up dip relation slots

If that is greyed out and you have both Art of War and Common Sense, then it is probably in Cossacks.
I do recall that option was in place before Rights of Man was released.
The option isn't even greyed out, it simply isn't there, perhaps it was removed in an update to be part of a DLC, or even just removed entirely (Though I do not know why this would be the case).
It could well be under Cossacks, I'll have a look into it as soon as I have the funds. Thanks for the heads up
