"No religion" Bug is getting annoying

There are large swaths of land that have "No religion".
I can't convert them to my culture or to my religion

Why? I can convert "no culture" to my culture, so why can't I conver the "no religion" bugged provinces?

I did, but every game I start with random world, there's huge patches of land with "no religion"
Mods or no mods, it always has that

Not only that, but paradox has the "no culture" bug fixable because you can convert "no culture". However, they grey out converting "no religion"

you could go into the save file and manualy change the religion of the affected provinces
