We won´t get mods because Cyanide don´t want it, that´s the only reason, don´t blame GW or the consoles for this decision. Same goes for the decision that console players have to pay for Norse, it´s possible to release DLC for free on the consoles. It´s not like that Sony or Microsoft told Cyanide that they are not allowed to give them away for free.
Cyanide has never shown any interest in allowing 3rd party modding in their games... certainly not their BB games. They want exclusive control of everything so they can then not bother to use that control to benefit anyone.
You can add races etc through database modding. This doesn't work in the server-based leagues, ofc, but works fine SP and direct-IP.
But i can easely understand why it would not really fit a multiplayer game.
I single player you are the one that decide what suits your play or not.
I can imagine waiting for a random game and see those Ultramarines ST5 AV10 with balster as next opponents. What am i supposed to do? Forfeit?
Yes some mods are awesome, but just for the possibility of seeing those ridiculous team i'd rather say no to mods.
Mods to changes the visuals shouldn't be a problem, assuming you manage to apply them, but things like stats and teams are a different topic.
The encryption was tied to the DRM system they were using (it wasn't enabled initially, but they turned it on once people got excited about the idea of modding). When they dumped that DRM the encryption part went with it. By then there was nobody bothering with mods.
Again, NOW you can, but the amount of work it took to do that sort of change was genuinely herculean before the later low-pop years.
Stats really are a differemt topic because they could be abused. But you could have the option for matchmaking to use mods or not. In a private league a player who would use a 10/10/10/10 team can be kicked easily. And all other players can enjoy the "officially" modded teams.
And those 10/10/10/10 modders can play against each other in the NAF, I wouldn´t care when I can still play the vanilla version as an option for matchmaking because I won´t play against them.
I don´t need mods which are changing the gameplay, but I don´t believe that we come close to 23+ teams "fast", if ever! I think it will take Cyanide about 1+ year to release the next 3 announced teams, that´s why I would prefer modded teams even if they won´t look as amazing as the officialy released ones or have animation errors/bugs (clipping and stuff like that).
I know I can play BBLE but I prefer BB2 because of some features like reconnecting/improved visuals /controller support over BBLE.
And if you want, put pumpkin heads on them. Why not.
