2 STR isn't worth anything on an Ogre team and Snotlings WILL die, and it's nowhere near worth the bloat of 50k just for a 2 STR snotling.
I think you're thinking of Sneaky Git. Sneaky Git sucks because it only helps in the event of a failure. In other words, it almost never matters, and it has no actual "positive" effect on your team's performance. You have to foul, fail a foul, and get doubles for the skill to even activate, which is rare unless you are making a lot of bad fouls. Dirty Player is solid on linemen/foulers, as it is basically Mighty Blow for fouls, and Snotlings are prime foulers. Great skill.
Ah right, then that would probably be it then indeed. However, seeing as the team I'm talking about is actually in a gentleman's league I shan't be getting any use out of dirty player either. So then I'll just go for block to keep him on his feet longer.

I'd only pick Block if he's going to carry the ball for you. Otherwise, I'd get Guard if your league forbids Dirty Player/fouls.(Although I personally think that really, really sucks for teams like Goblins, Ogres, Halflings, and Bretonnians as those teams are very reliant on it as a legit strategy and not a jerk move)
Fouling is indeed ruled out, which is a bummer but I can live without it, however that does not rule out the fact that taking all snotlings out completely screws over an Ogre team. So usually the poor snots are the first targets; therefor having one with block might make the opposing team either think twice about attacking him or even lose a valuable blitz to it not knocking him down. If neither of those happens he'll still be on the pitch longer that your regular snotling, making him the automatic ball carier by process of elimination :P

Guard might be better as it might help some of your Ogres get 3D blocks (does your league not allow POMBers too?).
You're already insane by playing a stunty team in a league that bans fouls, so how about Hail Mary Pass?
Snots dodge everywhere on 2+ so if you use your HMP snot as the ball carrier and keep them back, you might be able to get some snots forward with diving catch.
It'll probably work in around 1 game in 10.

I see no reason to take pelfs over HE or WE. HE have better av, same agi and better starting skills, WE have same agi and av with better starting skills + Wardancers and a tree (if you want the bloat).
