The developers of the game actively block modding, so you can automatically say "no" when you get this far in a question.
It's all moot though, because no mods and no options.

AI is just idiotic anyway, a better AI (also not happening) would make the SP experience much more enjoyable without having to self impose restrictions on yourself or wish for funky rules.
In my opinion playing without turnovers for failed blocks and failed dodges is much more fun to play, it encourages a bit more risk taking, and certainly opens up more dodge attempts.
A failed block is still a bad thing, your guy goes down. A failed dodge is the same, your guy is down. They no longer have zones of control, they no longer assist teammates. Why should such a trivial failure end the turn?
Worst still, failed dodges are critical, whereas various "failed" blocks (pushes/both down) don't end turns with turnovers. This unnecessarily favours blocking teams over dodging teams.
The worst turnover is a turnover for failing to pick up a ball...just why?!
