Elfs don't have throwaway players (only Pro Elf linos maybe), so no need to cut them at certain skill lvl. Even HE lino with three skills would get blodge-sidestep (or blodge-guard, wrestle-dodge-tackle, etc) and be very usefull.
Elfs are expensive so you can't really stop their tv growth. What you can do though is optimise them by not taking any situational skills (like pass block, etc) and giving stats to positionals only (with some rare exceptions of str 4 mb/guard lino maybe).
Dark Elves in particular can get to insane TV with developed blitzers and witches.

Unlike some races who are better optimised within certain
TV 'sweet spots' it dosen't seem to really apply to either the
'slow growing' teams like chaos/nurgle.. or to any elf race..
from around the 2000 - 2500 TV range (& indeed above) all
the elves have a massive win % compared to anyone else.
Do you play in Open Ladder? This is where you get these abominable conceed powered Chaos and Nurgle kill teams. They are usually not coached very good, but you don't need a lot of brain to roll block dice with clawpomb.
Elfs are actually fairly resistant to these guys, because they should have blodge spam at high tv and chaos-nurgle, especially the mindless one, will probably have one tackle piece at best.
Answer though is to play in Champion ladder. You still meet plenty of kill teams, but because people tend to stand their ground, they are not that scary. But more importantly not every game in high tv Champion Ladder is against Chaos or Nurgle, because people actually play other teams here.
Personally, I feel that leagues which never end and don't have aging are crying out for Kill Teams.
In terms of Invite leagues, I'd recommend the New International League (NIL) as everyone there is nice; the Legue Francais - they're really nice but expect you to try French (mine is sadly lacking!), or the OCC (Orca Cola) for a league which plays once a week.
The Open League (COL) is just a practice ground...don't take it seriously!
