Mick has a loud mouth. He's a gangster. A wiseguy. He pretends to be a big fish and that he's in control while also admitting there's someone behind him. He didn't really want to kill the Chickens, he wanted them to find out the secret of the MEAT and then blow it up. Kayla told him to do so, and Kayla explains this perfectly, and thoroughly in the last big monologue at the end of the game.
If Sonny is dead and the secret of the MEAT is not out by the Chicken Police (who are real and legit symbols for Clawville), there will be no chaos, no anarchy, which is Kayla's goal.
Of course, Mick said he was going to kill them on the spot because he likes to bask in the fear of those he despises. But if he killed both of them, he would be screwing Kayla's grand plan. And he's too selfish and cowardly to do that.
