can I do it while in flight and get the boost?
Very noticable, you can mouse over the blueish bar under your hull (green bar middle bottom of UI) and it will tell you your speed, redistributing power to engines while in PTE can double your speed.
As far as a speed boost consumable goes, the vanilla one is 75% for 30 seconds. but theres a mod in the workshop that makes it 200% for 30 seconds, which in my option makes it much more worthwhile :)
Worst case, you can edit the .shp files in the spg2/models/ships folder to increase your speed, though this will also increase your speed outside of PTE. it is your base speed.
Skills can also help. any skill that says it gives +speed augments your base speed, which in turn augments your PTE speed (as far as I can tell, everything is based on the base speed of the ship)
