Personally I like EV2 for melting ogres and disintegrating an entire lane.
However she is only really good, if your defense can kill everything else without trouble. EV has no good CC and none of her abilities deal instant damage.
EV beams are cool. Her buffbeam is amazing and her reflect beam essentially removes ranged enemies from the game. The proton beam is nice, though it got a bit worse, as they kept fixing it. And it turned out, most of it's power came from stuff, that just didn't work as intended. Another fix is soon to come, so that is sad...
LMB and RMB attacks damage depends on your "Hero Damage" stat, while all of her spells depends on "Ability Power" stat. Critical damage increases damage both of her simple attacks and abilities. So, you can choose between HD/AP, HD/CD or AP/CD builds.
For the 'Witch, if you're just going to be shooting LMB/RMB... Hero Damage/Critical.. and maybe just enough Ability Power to 'book' a shrek. You can also pull things like putting more Sabrinas in your deck, so if an ability is on cool down... swap to another Sabrina. Since mobs don't seem to build up any 'resistance' [there's an idea for you, TE], with just two Sabrinas in your deck, you can keep a shrek in the library indefinitely.
But if you only have enough medals for either Evie or Sabrina. Get Evie first since you can build with her and she has superior firepower [from a fixed position].
