Adding lower tier mods to a higher mod gear will give you the low tier mod stats.
You evolve the piece of gear to chaos 7 before transferring the mode over to a chaos 7 piece of gear.
No re-rolling them does not cause the mods to go up chaos tier, that is all based on the gears chaos tier.
I got a Drain Aura MOD from Chaos 4 at Level 7. It deals something like 11,000dmg. I transfer it to a Chaos 6 Relic, then upgrade that to Chaos 7. When I do this, it now deals something like 12,870 damage.
BUT it's weaker than a Chaos 7 Relic with the same Drain Aura MOD that is just Level 2, but has 28,470 as a crappy red Level 2 MOD.
So does this mean that the MOD I transferred from Chaos 4 only got upgraded to "Chaos 5" and not "Chaos 7," which is why the stats were so crappy? And did I hose the MOD now because I can't put it back to a lower Chaos 5 Relic to upgrade all the way to Chaos 7?
To answer your question...
Yes, your mod only got 1 level.
No you did not lose the mod, you just have an underpowered mod. You can restart the upgrading process when you do your first ancient power reset, since that resets your character & every piece of gear you own back to beginner tier.

taking a lvl 4 chip, putting it on a lvl 6 relic, and upgrading the relic to lvl 7 doesnt bring the chip lvl to 7, it brings it to the next level which is 5.
so ideally if you in chaos 7, chip farming in chaos 6 might be a lot easier, and only require your massive stockpile of chaos 7 ampules and some gold to get those chips into chaos 7 levels.
But yes, that's exactly what I'm doing. I'm farming Chaos 6, then upgrading it to Chaos 7.
Pristine Motes are relatively easy to get but the crafting mats are another matter entirely, even if I can solo Chaos 7 relatively easy. Whereas farming mats in Chaos 6 is fast and reliable and even easier.
So yeah what I've been doing since yesterday is farming in Chaos 6, then upgrading to Chaos 7. Today though I might be changing my routine since I got what I need for the most part, now I'm just farming Mats for Chaos 7. Ugh such a pain since it's not guaranteed.
BUT for decently rolled stats on gear (stuff that is like, 99% of the max it possibly could be) thats worth it to upgrade all the way. i got a near max damage relic on my weapon mfr. and got it maxed out for Chaos 7. all it needs now are high level chips and it'll be a great defense equipment.
Personally, I'd settle for a 7/10. There isn't much different really, between 10/10 and even 5/50 for most mods. I'd rather have a bunch of 6/10s than a single 10/10 and a bunch of 4s and 5s. There are a few that are worth the trouble to get 10/10s though.
